feat(gui): add 3D-anchored label pass

Move the world-anchored SDF label implementation into systems.gui so
engine consumers share one capability. Extract SdfTextMetrics to avoid
pass-to-pass coupling, add focused behavior coverage, and document the
new pass and current verification results.
